Basically what they want is to be able to prosecute Trump for this but still be able to shield Biden or future presidents from similar prosection by making it a case by case immunity review instead of granting broad immunity for a president to function. The retort to that and Gorsuch touched on it is - Presidents always want to get reelected. Their entire 4 years is spent trying to get reelected and they are trying to assign motive to asking about the need for 11k more votes - what is the criminal intent??? Not sure how this ruling will go but interesting how they will draw it up because it could affect how all future presidents are allowed to function. This is what a rabid DOJ that goes after their political opponents leads to.

I think you make very good points about trying to get trump while trying to shield biden by using a case by case approach rather than broad immunity.
In listening to the last hour of the hearing, I do believe there is a larger, more serious coup at play. The dept of justice wants vague requirements that only the dept of justice can explain. The doj person went so far as to say a president has to solicit an opinion from the attny general prior to acting to avoid being called a criminal. So now we have 4 branches of govt. President, congress, Supreme Court and the DOJ bureaucracy . The power shift is completely from the President to the DOJ for the next hundred years
