Because the only group giving estimates is Hamas.

What other group is on the ground and in position to parse out that sort of information?

If a thief claims he's only stolen 1,000 worth of goods, I don't have to know what the real amount is in order to realize it's in his best interest to downplay his numbers and therefore his numbers aren't likely accurate.
