Why are they not arresting these people who are claiming they are Hamas in this video?

They have already identified themselves as being part of a terrorist group. So we just let terrorists that admit they are Hamas just run the streets?

Pretty sure Biden's admin removed Hamas from the list of terrorist groups. There's nothing illegal about claiming membership to them.

So if the FBI places the Proud Boys, etc. on a “terror list” it would be cool to just arrest anyone who claims to be a member?
