You could pass a law that news stations and social media platforms can’t monetize footage from non licensed chasers. Only can use footage from pros, or people who filmed from their own home/property
Take away the incentive. You’ll still get some who do it for thrills, but it’ll cull some of them looking to create content for profit

Lots of flaws with this but again, how do you determine who is a "pro" vs who isn't? Obviously there are some clear amateurs but there's others where the lines hard to draw
