Lots of flaws with this but again, how do you determine who is a "pro" vs who isn't? Obviously there are some clear amateurs but there's others where the lines hard to draw

Yes, let’s have the government step in and charge more fees for something. Sounds like a great idea. A state chasing license in every state and a federal license too!
Chasing vehicle safety standards would soon follow then compliance standards then climate change/mpg standards, etc., etc. Regulate the crowd down to a more favorable size.
