What I want to know is why did the other police vehicles have factory speed limiters on them ? You'd think they would order them without that or have it tuned.

Some states require their Cop cars to be speed limited for public safety. And some states are really strict on when pits can be used. In Arkansas it's balls to the walls, no limit. But a lot of blue states won't let you pit over like 60 mph.
