This is just a fact of life on a farm or ranch. A working dog that doesn't work is useless. A dog that fricks with the livestock is a menace. When I was kid we put a few down that were killing chickens or chasing the horses or cows. It sucked but it was better than having to put down a horse that broke its leg being chased by a dog. I have more respect for Noem, knowing she can do that math.
