That’s not what this bill says. But is tipping out of control? Yes. For decent service 15% should be enough and it’s funny that they don’t include that.

Then do the math in your head. It's not really that hard.

As for me, if the service is good, then I have no qualms about 20%.

I worked in a few restaurants in college. I recall 15% being the expected norm for good service. Then over the years it bumps up to 18%, then 20% as being standard. I just don't get the justification. Prices are higher now, so your 15% is higher.

A nicer establishment with backup waiters and such....sure. You are getting a higher level of service. A coffee shop where you put the drink on a counter...nope.
