If you look at the map....they took out all the neighborhoods that did not support incorporation in the first petition in the second petition, which is what the voters ultimately passed. The neighborhoods included in St. George happen to correlate strongly with the political alignment with incorporation for that reason. Which also seems to correlate to single family, privately owned homes.

There aren't many apartment complexes in St. George at all, although they border quite a few of them.
