Get a 2nd opinion from a reputable local roofing company. Not one that goes around canvassing neighborhoods and knocking on doors after a storm.
If the 2nd roofer also says you have hail damage and the roof should be replaced, send that to the adjuster. If the adjuster still doesn’t approve the new roof, then ask for their supervisor. If that doesn’t work, file a complaint with the state’s Department of Insurance
