Liberal Arts Colleges / Private Universities and Federal Grants

It is time to take a serious dive into the federal government’s subsidy support for liberal arts colleges and private universities.
These recent on campus demonstrations have me rethinking the correlation between worthless degrees and student loan payback rates.
The federal grants allocation for higher education should be tied to federal student loan programs and the payback / collections rate.
The better your graduates / alumni / former student do with payback of student loans, the better your federal grant allocation.
And finally, these university foundations, for every dollar in private equity, hedge funds, venture capital, etc. is a dollar less of grant allocation.
I guess my biggest question is why do we, the masses / general public, grant unreal amounts of money to private universities and liberal arts colleges when that cash could be going to public universities?
