re: Why is Killian’s failure to maintain their only water well a parish or state problem?

It is difficult and expensive to drill water wells. You have to have the right certifications, equipment, etc and even after you drill, you may not get a properly producing well. Doesn’t surprise me that a small place doesn’t have the right maintenance plans, spare parts, and/or long term vision to manage.
