The problem is that only a small percentage of kids in Chicago schools want an education.

Teaching juvenile delinquents in Chicago with the same model as kids in Connecticut is never going to work. Good students are not the result of nice/friendly teachers. They are the result of good parents and social structure.

This is all to say that, Demarcus or Latrelle in Chiraq need discipline. They will not respect kindness. It is a fool's errand to believe what works with good kids will work with them. They must be brought to heel and controlled, or they will absolutely become dropouts and criminals.

For those families who have generationally lived of the government, they have learned that school really isn't necessary. Why bother working hard when you can get everything for free? The truancy courts cant keep up. nothing is going to stop them from getting a check. they force the kids to go to elementary and middle school, so the "parents" have the day off.

You need a Mr Clark who can rid the school the ones who don’t care and find the ones who really do want to make something out of themselves

Disagree completely...that is a result of the problem. Kids have not changed since Biblical times and beyond. The problem is that there are is no parental support who enforce education, respect, discipline, etc. on their kids.

Don't blame it on the kids; it's the idiot parents' fault, which, primarily, is the fault of a government that trys to "help."
