Also happens when there are an over population of an apex predator species.

Bass ponds for example. If you want big bass, you will have to catch and remove fish. If the amount of forage in the pond can support 1000 lbs of predator biomass, then you can have 1000 one pound bass or 100 ten pound bass. Just playing catch and release all the time means that you’ll have a lot of small fish, while removing fish will give you the end result of fewer but larger bass.
