What’s the purpose of that felt boundary at construction sites? I often see them but don’t see the purpose. Just marking the outer boundary of the upcoming structure?

My guess is to clearly mark it as a construction site for liability reasons, but I could be wrong.
ETA: For dirt retention during earthwork, makes sense.

Well, there's silt fencing and then sometimes there's this straw/mesh stuff to keep mud and dirt down. Usually just to keep site cleaner and reduce hazards

Among other things already mentioned, it's to keep dumbass construction workers from trying to pull up and park close to the house with their trailers, rutting up the yard, and getting stuck up to the axles in mud.
