Well holy crap they are thinking about it out loud. Good.
As to how do you shut down the interstates, you put up a barrier and park a Police car there. If that doesn't do it then you sandbag emplacements and put up physical barriers. Worst case scenario you blow the bridge but considering they shut them down every time it gets cold, I'm pretty sure they wouldn't have to do that.
This is all hypothetical so we get to take leaps of logic like that.
As to the idea that there won't be any organizations anymore in a SHTF scenario, you're probably right for the first few days, but I'm telling you, they're talking to the people they trust in the community that they want in their Sheriff's Posse already. I know that for a fact in one county in another state. Just nothing out in the open. This is being discussed on the various retired special forces community social media sites. They are going to get together with other operators in their home counties and be part of the posse to help maintain order. And honestly, the sheriff's would be stupid not to use that kind of resource and set that up ahead of time.
