Cell phone tower pings, license plate readers, ring doorbell cameras, etc. I'd say it's impossible to get away with abducting and murdering 30 total strangers these days.

Spread across jurisdictions, and with random lower risk targets and a long enough horizon— I’d say not impossible.

Plenty of agencies don’t talk. There’s epic dna backlogs. Plenty of police departments are epically understaffed so entering data or even really researching is a mess. And that’s ignoring as others mentioned the reality that there’s plenty of very rural low tech areas.
