If you're dealing with beginner level clients who probably buy their fishing gear from Walmart, I can see why they'd want to bring their own shite. In their view, your $10 daily rental fee is 20-25% of the cost of them just buying an Ugly Stik combo that they get to keep and reuse.
For inshore charters, I'll bring 1 or 2 of my own rods because I prefer baitcasters. And my setups are probably on par with the quality of the guide's personal gear.

This wouldn’t be a barrier to booking the charter and people will absolutely break gear doing dumb stuff so it would make sense to set this money aside for replacement rod, reel, line, etc….
That being said I’d probably speak to the Captain ahead of charter and bring my own rods riggged for what the day will entail.
