A lot of Southern states are dragged down by their lowest quality citizens, but if you are in the top 20% in one of those states, you likely have a nice life and a much more affordable COL in most cases. I'd rather live in certain parts of Arkansas (#47) than anywhere in Minnesota (#4).

This is true. I’d rather live in the nice parts of the following “bottom 10 states” than about 35 other states.
New Mexico - North Mts
South Carolina - upstate mts or coast
Oklahoma - Eastern Mts
Alabama - North Mts or coast
Arkansas - northwest Mts
Mississippi - Coast
