I don't think that's the issue here. Lt. Gov Nungesser has been adamantly against the diversion and everything CPRA for a long time. He does everything he can to protect the interest of "his people" down the bayou. Even if it means costing massive amounts of money and fighting a project with overwhelming bipartisan support.
