Well if that ain't in the ole Billy Nungesser playbook. He did the same thing to the Corps of Engineers when they were raising levees and building floodwalls after Katrina. Shutdown all the hurricane protection work until they promised to build a back levee around his and other big money donors houses. Crooked as it can get. They'll do this till they get their kickbacks, then remove the stop work order.
