When it comes to war, all things are one the table as the potential loser will do 'whatever it takes' to win. Especially if said Loser embraces a 'Martyrdom' religious principle. If one waring faction don't do it, their competitor will.

Of course the warfare entities are all in re bioweaponry and given Quantum Computing there is no limit re the 'efficiency' that such weaponry may soon manifest.
