They started there, they tried to "shock and awe" straight to Kiev at first. They failed because the old Soviet military has been eaten alive with corruption and malaise, and so the tanks stalled along the way because they couldn't keep up the supply lines.

Now their goal is to keep their land bridge with Crimea, which means keeping the heat on until the Kiev administration gives up (or the government fails).
