Let’s say your Louisiana plate/registration is up for renewal. You pay the money for a new sticker/registration, but instead putting it on your state issued plate, you design your own plate, use what ever images, etc you want, as long as it’s not offensive.
You do put “Louisiana” on the top of the plate, and use your state issued numbers and letters, plus put the new sticker on it.

Would this fly?

If there is no money in it for the state govt. it is “put you under the jail and throw away the key” illegal. Or you could end up in Angola making license plates for the state anyway.

State gets its money. You’ve done bought a plate and renewal fee. You will still need to renew your plate every two years.
