Gov. Gavin Newsom wants to make sure oil refineries can continue to operate profitably in California, he wrote in a letter to a top energy regulator Monday.

What happened: Newsom asked California Energy Commission Vice Chair Siva Gunda to “redouble” his efforts to make sure refiners “continue to see the value in serving the California market, even as demand for fossil fuels continues its gradual decline over the coming decades.”

“I am directing you … to reinforce the State’s openness to a collaborative relationship and our firm belief that Californians can be protected from price spikes and refiners can profitably operate in California — a market where demand for gasoline will still exist for years to come,” wrote Newsom.

Newsom's letter to California Energy Commission Vice Chair Siva Gunda, dated April 21 and seen by Reuters on Wednesday, came days after Valero Energy said it would permanently shut or restructure its refinery in Benicia, California by the end of April 2026. The Benicia refinery accounts for about 9% of the state's crude oil refining capacity.

Gasoline prices in California are among the highest in the United States due to the state's reliance on imports from Latin America and the Middle East to offset declining state supplies.

In his letter, Newsom said the Trump administration was to blame for economic instability and market turmoil that was harming oil companies. A refining trade group said that assertion was false, and instead blamed California.

"Governor Newsom's letter to the California Energy Commission directing it to 'redouble' its efforts to work closely with refiners so 'they see the value in serving the California market' is laughable and a blatant effort to cover his backside," Chet Thompson, CEO of the American Fuel & Petrochemical Manufacturers, said in an emailed statement. "State policies, not the new administration in Washington, are why fuel manufacturers struggle to operate in California and why California drivers face the highest fuel prices in the country."

Wow. California “leaders” have fricked around, and now they’re finding out.

My house is 2 feet underwater from the rising ocean levels already.

This will lead to two more feet.

Interesting.

Even the most ardent Democrat can't possibly blame Trump.

This has been coming for years.

He's got an uphill battle to try to prove "moderate" qualifications before 2028. Most people that know politics know this guy is as far left as it gets, but he would get slaughtered against Desantis or JD Vance.

Benicia gets a lot/most of their crude from Canada.

But with higher fuel prices, can't California collect more state taxes?

When he says, "Let's drill, again" then we'll know they are serious.

This is the same lugnut who created an EO in 2020 to "phase out" ICE vehicle sales in the state by 2035. The EO laid the groundwork for the California Air Resources Board (CARB) to make the requirement law.

So much for that commitment to "green" energy, eh?

Newsom would do better as a standup comedian. His administration is a joke.

The El Segundo Refinery (the 2nd built in the state) has been refining along the LA County coast for nearly 100 years. It started as Standard Oil, then Chevron, now Phillips 66.

It's closing down this year. The Standard Bar in El Segundo has been around a long time and a nod to the refinery; a really cool town bar there in El Segundo.

My sister in law was a bartender at the Old Town Patio, a barn close to the Refinery that served beer and food to a lot of the Refinery workers.

Yeah that's definitely why, and totally not having the highest per gallon tax on top of the highest regulatory restrictions in the country. Sure Jan.

California has one of the largest reserves of oil of any state in the country. But compare that to other states with large reserves and large refining capacity and you'll see a stark difference in the cost per gallon.
