If the dog is on a leash this incident never happens.....
It's like idiots who don't wear seat belts, or worse dont't strap their kids in. They get ejected and die in car accidents. Most likely walk away if seatbelt on.

I would assume those are vaccinated since they're putting it by their kids, but some people suck, you never know.

How are the two even close to comparable? One is a car accident that isn't intentional, another is a man intentionally punting a dog.

Violations of leash laws does not give anyone (besides cops?) absolute authority to kill a dog. All it means is that the person is subject to fines or other measures stated in the law.
