It's a better and more complete theory than most but I agree that it's overrated and has plenty of (self-acknowledged) holes.

What theory are you referring to? The Fermi Paradox doesn't presuppose a solution. It just highlights the paradox: for all the presumed statistical likelihood of life, why haven't we (yet) seen evidence for it elsewhere in the universe?
Fermi himself offered up some ideas, but they're in no way conclusive. As far as I know, the Fermi Paradox makes no claims.
