What are you talking about? The city desperately needs one guy to dig a hole while 4 other guys stand around and watches him. They're too busy for catch basin cleaning.
I'm pretty sure that's the state DOT ratio. I think NOLA requires 6 guys to watch, one of which must be a supervisor level employee.
