Dialogue couldve used some work but I took it to be a set up episode. Wish they had explained the system a little more though.

I mean, it’s clear they got so upset that Reddit figured out the twist to S1 that they sacrificed good story telling to ensure no one could possibly understand anything that was going on in S2.

The world is run by an AI system. Asimov wrote about such a system in his I Robot series where an AI system was used to run the world secretly.
Delores figured it out and wants to tap into or wreck it. The system is supposed to help people reach their potential but as you can see from the underclass, it is a phony existence. She was getting close and got caught and fought her way out.
