I took it as the "make up" for leaving out the hate crime/murder of the gay guy in the 1958 portion of the book. Two gay guys in 1958 go out to the fair and are gay bashed and thrown over a bridge. The one guy is killed by It and the way the murder was handled was probably very accurate for 1958 but would have caused boycotts in todays movie audience.

It Chapter II: Plot
In 2016, Derry, Maine, Don Hagarty witnesses his boyfriend Adrian Mellon being murdered by Pennywise after a gang of homophobic youths beat them up and throw Adrian off a bridge while leaving the annual Derry carnival.

It the book:
In July 1984, at the annual Derry carnival, three youths brutally attack a young man named Adrian Mellon and throw him off a bridge. They are arrested and charged with murder when Mellon's mutilated corpse is found. One of the murderers claims that he saw an eccentric clown kill Mellon underneath the bridge. Adrian's boyfriend, Don Hagarty, the other victim in the attack, had also noticed the clown, but the prosecutors convince him not to mention it during the trial.
