These are used in Korea, China, and some other SE Asian countries. I suspect that in some cases, the requirement to move to a state run isolation facility is not optional. And it's not just for positive cases. It's also required for those who came into contact with a positive case.
Those places are nice names for "sanitariums" or even "prisons".
I'd be shocked if Canada made that sort of move. The case count was very low in the maritime provinces, but that's mostly because there are no major cities - residents are isolated by nature and by choice.
