the GC and the electrical contractor were ownership partners in the development. In that scenario it’s not unlikely that the delivery was design/build, in which case the GC could have hired the structural engineer
regardless of who the structural engineer was contacted with, he’s the one on the hook (or more directly his insurance company), that’s how it works unless faulty installation can be proven. there are limits in coverage for errors and omissions that pale in comparison to the total loss.
I’ve no doubt that Kailas/etc cut corners but it’s extremely unlikely to be provable and there is a boundary for liability that they can easily stand behind

Height restriction already existed - they just rescinded a conditional use approval which granted the developer to go above the existing restriction.
The developer can certainly go back and petition for another conditional use to be granted.
In many cases, such conditional uses are attached only to the specific planned development / finalized architectural drawings. So making them go back to the drawing board on this one seems like a pretty reasonable response.

I’m still waiting to be reimbursed for all the additional gas and day care money I was forced to spend after this collapse because the commute in and out of downtown took an additional 30-60 minutes.
I’m actually somewhat surprised no one tried to cobble together some nonsense class action on behalf of us aggrieved and irate commuters.

Damn they have restrictions on how tall you have to be to build stuff in New Orleans?! That's taking municipal ordinances to the extreme!
