Did ESPN remove the ability to lock team transactions?

I remember last season once playoffs started, I would lock all add/drop capabilities of the disqualified teams. This year I have a player that didn't make the playoffs and he keeps dropping all of his best players. All I can do is keep putting them back, but he'll just drop them again.

Sounds like a horrible person to be in a league with. Just kick him out after the season ends.

You can prevent pickups in LM tools - which would accomplish what you're trying to do. The guy could drop all he wants, no one would be able to add to their team. They'd just be floating in free agency.
LM Tools > League Settings > Transactions and Keepers > Season Acquisition Limit > None Allowed
Issue with this - if a playoff team has a legitimate need to add a player due to injury, it would be shut off with this as well.

just set all the nonplayoff team's FAAB budgets to $0
