Does it have to be sitting on the water, literally? If not, how close to the water does it have to be?

Here are some I've thought of in the NOLA Metro that are not separated from the water by a levee.
The Crab Trap 10/10
Frenier Landing 2/10
Restaurant des Families 7/10
Boutte's 7/10
Voleo's 8/10
The Lake House 6/10
The Barley Oak 5/10
The Beach House 4/10
Water Street Bistro 8/10
Middendorf's 7/10
Spahr's 1/10
Leeville Seafood Restaurant 8/10 but I heard it closed recently

Satterfields in New Roads has a great setting, but the food is spotty and often sub-par.

Should try the Jourdan River Steamer just over into Mississippi, if you're over this way, or Trapani's on the bay.

The new Chimes in Covington has a sweet deck. Too bad they got more kids running around that place than a Chuckie Cheese.

I'm happy to see your respectable rating for this place.
It's very much under the radar, but a really decent little joing for what they do.

I don't think you going to the effort to put your ranking beside each place is necessary.
Also, Waterfront grill in Monroe is damn good.

Jo Bobs in West Mecca would win the title, if he didn't acquire a taste for,,,, well, never mind..
Warehouse in the Mecca followed closely by Waterfront..
