Best public courses in the Panama City/Rosemary Beach area?

Family is vacationing there this 4th of July week. We played at Signal Hill last year.

Haven’t played it in 15 years but Camp Creek was very nice back then.

I played Bay Point last summer and it was a fun track.
The best part was watching Kid Rock fly in on a helicopter while we were playing the 17th hole. There was some huge fishing rodeo starting the next day and there was a kickoff concert the night before with him and Luke Bryan. I would have stuck around for it if I wasn't on the hook for cooking dinner for the family that night.

Played Windswept Dunes back in 2014 and I believe the green fees were in the 50-60 dollar range during the week. WTF.

Second to Bay Point Nicklaus course. It's the best in the PCB area in my opinion. Usually in great shape and has some pretty holes overlooking the bay.

Played these all in the month of June, except for The Links which was last year. All weekend rates by the way....
My preference:
1) Windswept Dunes-$115 afternoon rate ($155 reg I think). Great condition, decent scenery, wide open, challenging.
2) Indian Bayou-$125. Great condition, nice layout. Plays pretty long. Some houses around on some holes but not all of them.
3) Kelly Plantation-$190. Would probably rank ahead of Indian Bayou if prices were equal, it's a little better but not $65 better.
4) The Links-$155. Played twice before and was in good condition both times. Nice views of bay and boat docks on some holes. Some holes are between condos and houses.
5) Baytowne-$70 after aerating. I liked the course/hole layouts It does go through condos & houses or nearly every hole. Not in bad shape but definitely the worst shape out of all these and that's not considering the greens after aerating
