I am planning to attach some wooden shutters to the bricks around my windows. My plan is to drill the mortar between bricks and attach the shutters with some kind of screws. What kind of screw/anchor setup should I use?

Some mortar is harder than others.

I used a hammer drill and drilled into my bricks.

But as Frank says, use the lag shields.

Those concrete screws do not work....hammer drill and lag shield will hold an elephant! And you dont need a real big hole, 1/4" at most....shutters are not heavy. And use a SS lag bolt.

Bricks crack easier, mortar works just fine and can be patched. Worked as a professional trim carpenter and we never used lag shields or masonry screws to hang shutters on brick. 1/4" SDS hammer drill into the mortar joint, 1/4" oak dowel snapped flush with hole, stainless or exterior-rated 3" construction screws for the stardard 1x site built shutters, 3/8" sleeved anchors for the big ones made with 5/4 deck boards.
