Caulking exterior window frame?

I have a question for contractors. I just purchased a house and I was going over the inspection report and it says the exterior window frames need caulking. I’ve understood that you should leave the bottoms of the frame open to allow moisture to escape. Should the bottom of the frame be caulked or left open?

Depends on where the weep holes are. If in bottom leave open I on face caulk but don't cover weep holes

Bottom flange of window should be left uncaulked at the water resistant barrier (housewrap, zipwall, tar paper).
The brick is so porous, I am unsure what that would accomplish putting caulk on the brick lug. I would try to find out what windows they are and see what the installation guidelines say. If it says to leave the brick lug unsealed and you seal it, that might cause moisture damage that you would be liable for.

Even if I have weep holes between bricks at ground level? I just stripped and recaulked window frames last month and had never heard of not doing it around the frames. My house is all brick and has gaps down near ground level between bricks that are weep holes.

I believe they are referring to the windows themselves having weep holes (not the bricks).
I know our windows have two horizontal weap holes visible along the front to allow water to drain from the window frame, similar to the first image below.
