Fence around power pole in yard

Above is a rough drawing of a yard I am trying to build a fence in the back yard. The house faces north and I am proposing to build a fence sort of what I have highlighted in red. The issue is the power pole located in the middle of the back yard.
One power pole on the SE corner is on the street and above ground power lines lead to the second power pole. From there the power goes underground to the meter at the back of the house.
Questions are:
1. How close can I put the fence next to the power pole?
2. Can I just fence in the entire back yard, including the power pole?
3. Can I fence around it, forcing the power company to go through the adjacent lot below (south) to access the pole?

To clarify, it is a corner lot of about 3 acres, roughly 300' x 400' and the house sits more or less in the middle of the lot. The power pole is about 40' or so from the south property line.

Its really a question for your utility company but I would fence the entire back yard and maybe put a gate wide enough to get a truck through at the back for utility crew access. Make sure you have utility lines located/staked before digging post holes.

I already did. Thanks. I'm certain it's a law here that you must call before you dig.

If this is allow d you will have to let utility company have access, no lock on gate. May need to build a double wide gate so they can get vehicle to pole.

Right after moving Mom into her new house we noticed how almost all the utility boxes, electric, communications, gas, even light poles, were covered in shrubs, trees, the long grasses (like 4-8 foot ones), some even were enclosed by their own small fence including tall wooden ones.

Turns out, the HOA REQUIRES hiding/obscuring these connections and access points, including fire hydrants.

Not a lawyer, but this is one of those HOA regs I'm pretty sure is unenforceable. And no telling the long term problems planting trees and stuff around pipes and wiring is gonna cause. The fenced ones? Gonna LMAO when power company or gas company rips it down needing emergency access.

Seriously?

There's a fire hydrant in the corner of our front yard. Several years back, my wife planted monkey grass around it because "it's ugly." Within a month, the fire department had sprayed round up on it an killed it. I told her the fire department wouldn't like it.

You can ask the power company to move the pole.

Doesn’t always work but they will send and site engineer out to survey and see if it’s possible. Just make sure you’re there when the engineer shows up. Requests they call you.

Yeah this neighborhood is kinda off the FD beaten path...for now.

Typical sprawl on what, when the builder/developer started it, was just past the rest and is just now becoming inside other developing areas. The entire neighborhood is also only accessible by a single street off the highway before spreading out so it would be kinda a PITA for the FD to run around in when they're out running the streets.

I figure once something happens all Hell will break loose with utilities, FD/PD, city council demanding changes.

This. A lot of meters these days or wireless so power company does not need to physically see the meter anymore. The pole in the middle of the yard shouldn’t be a problem. Just understand that in the event of an emergency and they need to get to that pole they will do whatever it takes to get to it. Chances of that ever happening are very slim though

Alabama power gave me one of their locks to use on my gate so they would have access. I am sure your utility can provide you with the same.

Problem is that often there are dogs in the backyard that we don't need a gate opened, losing the dogs.

Privacy fence for the whole back yard and a smaller section of hurricane fencing for the dogs.
