Fireplace/Chimney Sweep Costs

Recently purchased a house in Houston with a wood burning fireplace and brick chimney, that was once gas and has since been capped off. I’ve gotten two quotes so far to have it cleaned as a pre-caution and there seemed to be a little bit of build up on the inside.
First came back as $2,800 for cleaning and removal of creosote, repairing small cracks in mortar, addressing cracks on top of chimney, replacing rusted cap, etc. No flashing needed replacement.
Second one came back $900 for repairing small cracks and removal of creosote in box and entire chimney, lining chimney box with heat resistant paint, etc. He mentioned this is a one time thing and that all future years would be much easier to clean at $99 or so if I stayed on top of it.
Are these rates normal given this probably hasn’t been done in what might be a couple years? I’m all for avoiding house fires but if just assume leave as is and not use fireplace at all rather than pay that kind of money.

Those aren't bad quotes. It goes beyond just leaving it as is and not using the fireplace. Fireplaces and chimneys are probably the most common causes of water leaks/intrusion. It's worth it alone just to have them do any repairs they see needed.

Sorry to keep bumping this but wanted to get the boards opinions once more.
Had another company come out which said there is a small crack/gap in the terra-cotta tiles going up the inside of the chimney stack (they ran cameras up there) and it is not safe to use for that reason. I just got a quote for $18,000 to “repair” said chimney.
The bulk of the work they are proposing is running a 35’ stainless liner down inside and tie that into the fireplace chamber.
Wtf…Is that sort of pricing normal? My chimney looks like every other persons chimney in this neighborhood and looks to be perfectly fine from the outside, I’m just a bit confused….couldn’t I build an entirely new chimney and fireplace for that cost?!?
