Filling the hole does nothing. They easily dig it out again.

Putting a cinder block in the way just makes them widen the hole to get around it.

Maybe wire mesh on the ground until grass can grow a little? Or is there a better way?

I put down plastic coated wire flat on the ground.Put some wire pins where it’s not laying flat.
Grass, grows through it,can’t tell its there.

Electrified barbed wire works for keeping critters out of restricted areas for us.

when we had these issues i used a shovel to bury chicken wire about 6" deep and then tied it to the fence.

they still dig a bit before they realize its pointless after a week or so, then they stop making new digs.

What kind of animals?

My dog used to dig holes until I started filling the holes with his own poop.

This isn't my pets. Just random wild animals that come in from a drainage ditch. I'm fine with them roaming my yard, I just don't like the holes.

I'm curious as to what kind of animal we are talking about here? How large are the holes? Is there something specific they are trying to get in your yard?

Here's a random thought that I wouldn't necessarily suggest you do, but maybe it will give you an idea for someting else... make a hole or a gap in a section(s) of fence for the animals to not have to dig.
