I have a rose Bush that died that I need to replace but was worried about the heat being to much stress.

Plants that come in a pot can be planted year round.

You should not have a problem.

If it’s small it’s probably fine(the big ones don’t like being transplanted), but I wouldn’t expect it to keep existing blooms. May look a little saggy for a few days. Just mulch it pretty good and keep it watered 2x/day for the first week, 1x/day the next week.

I have a knockout rose that I got right after Katrina to put in my front yard garden and this time of year it struggles to put out roses of any quality.

Most of them are scrawny and don't last even a day with our heat.

I'd plant it and keep it watered well until it properly roots, but don't expect any roses until late fall is how I see it going.

This - you just have to pay more attention in regards to watering and margin for error is much narrower than fall/winter planting - just pay attention to it - water but don’t drown it.
