Replacing old round Honeywell with ecobee thermostat - won't power up

My unit is very old, but it does have a (blue) C wire. I hooked it all up, but the ecobee won't power on. Troubleshooting says I need 24VAC from Rc to C, but I only have 11 volts.
I'm about to get up in the attic and see if I can figure it out. Any tips would be appreciated.

So the C wire isn't connected to anything in the attic, and there is no terminal block with a place to hook it up.
This is what I have:
Where do I hook up the C wire?

Which ecobee do you have? Did it come with the power extender kit? I upgraded our ecobee 1 to the 4 recently and it came with the PEK in the case there was no C wire. Luckily I didn't need it, but I do remember that being in the installation guide.

It's the ecobee3 lite, and it did come with the extender. From what I understand, though, the purpose of the extender is just to avoid having to run wire through the wall if you don't have a C wire. I have a C wire already in the wall, it's just not hooked up on either end. The extender has the same 5 wires that I already have, so there is the same problem. Which terminal in the photo does the C wire on the extender go?

ahh, i see. You can see the top R, W, and G. Is the bottom left the Y and the bottom right the C?

Yeah it seems so. I couldn't make out the letter, but I checked voltage and hooked it up. Seems good!
