Would okra seeds in a 2023 seed packet still be fairly viable?

If they were kept out of the heat and humidity, yes.
Soak them overnight before you plant.

If you're going to go through the effort of planting them and tending them wouldn't it just makes sense to go out and buy new seed?

Yes, they will be fine…they will keep for 20 years in the freezer.

I've had mixed results with trying to use old seed (2 or more years old).

I find the germination rate will go way down the older the seed is. Most people, myself included store old seed in a box and I keep them in my shop. It is not climate controlled but seldom gets above the upper 80's in the hottest summer months and the humidity is not bad.

Hell, a packet of new seed for 2025 is less than $3 for enough seed to keep you overflowing with okra once it starts coming in. You'll likely lose a week or more waiting to see if the older seed will germinate.

throw them in a ziplock with a wet paper towel give them a couple days to bust open. If they don't or only a few do, toss em.

They should be fine. You can test germinate them by putting them between a wet paper towel for a few days before planting.

They pop a lot faster if they are kept warm. I use the zip lock paper towel method and set them on the top of the fridge near the back. The warmth makes a big difference in how quickly they germinate
