There is a great line of sight at the top ring of the dome, and the ring which hovers just above the terrace seats. They will be up there for sure. There is also two command centers at the top corner of the stadium. It is wherw Doug Thornton got an egg splattered on his face when the lights went out during the super bowl. I expect a few 300 level suites to be manned as well.

My guess - The suppressors mean no ear protection needed (easier coms) and it makes their exact position (origin of shot) less identifiable.
