A bill of sale for a vehicle?

My wife just talked to the DMV in Monroe. The wife is power of attorney for her mom. They want to sale mom's car. DMV said one of the pieces of paper necessary will be the bill of sale to transfer title ownership. If the car is sold to another individual, then who/where does the bill of sale come from? Where do you get one to finalize the sale. We live in Ark. so the way the DMV operates in La. might be different from where we live.

it's just a piece of paper signed by parties that says "I'm selling you the vehicle"
there are forms you need on the LA OMV website. You will also need an odometer statement.

LA DMV Bill of Sale form
Do two. Keep one for yourself and give one to the buyer.
If you have the title and it's not with a lender, you should also fill out the transfer provisions on the back of it. I think it is to be notarized.

Doesn't have to be notarized. " I,_____(seller)_______________ do hereby convey unto_____(buyer)_______________ for the sum of_______ all my right, title, and interest in the following described motor vehicle: (make, model, year, license plate number, and registration number)." Sellers signature. Date.

OP...I’m not telling you what to do...but don’t copy and paste this shite. Find a notary in Louisiana and let them know you need a “potentially,” non conforming out of state title conveyed to a Louisiana buyer.
It’s easy, but there’s a bit more to it than just CTRL+C/CTRL+V from this...
ETA: Let’s take a look and LA’s OMV website on out of state title conveyances...
