TD Bank required I show them my driver's license and write down my SSN in order to deposit a small amount of cash (less than $600) into a relative's checking account. They also asked me the relative's occupation.

WTF is this nonsense? Is it an industry-wide phenomenon, or just TD Bank chicanery?

The teller said this is a "new policy" as of this month.

We bank at Chase and my wife was able to deposit money into my account from an insurance policy we cashed out.

I never experience what you did when I deposit cash at First Horizon Bank (formerly Iberia Bank).

into a relative's checking account.

Pretty sure this is the issue - not the fact that you are depositing cash, but that it's into someone else's bank account. Why not give them the cash or mail them a check?

All kind of new BSA and money laundering rules. From what I recall, Td got absolutely hammered on their last BSA exam. So they may have had to tighten up a lot.

ETA yep they’re getting hammered

AML/KYC isn't new. Especially when you're dealing with smaller banks, though, they are ultra paranoid. If you F up in March of 2022, you may not be informed of a regulatory action for well over a year, for instance. By that time, you would have permitted 5,000 checks to be deposited by a non-account owner. Ignore those Biden SARs, btw. They're not important.

However, "tiny" perceived violations like not getting an SSN of a customer (which means almost nothing, since they're not checking your SS card to verify it is accurate) could result in fines that would cripple a smaller bank.

Banking regulations are a lagging indicator, until the federal agency that governs your institution decides it wants to go after you. Smaller banks don't have armies of Citi/JPMC lawyers, so they are going to do anything to preserve their charters, even if it's not technically required.

Most banks won’t even let you do this anymore. BoA wouldn’t let me deposit money in my moms account.
