I received this email the otherday. Any idea if this is legit?

A quick google search seems to show it has some merit. Probably wouldn't go through the person who sent the e-mail unless you want to share a portion of your proceeds with them possibly.
Here is a USA Today article that shows how you can claim your settlement funds.
On a side note, this smells like it's related to the Durbin amendment passed in Obama's first term maybe. In part, it addressed the interchange fee rates levied by card issuing banks that are set by the card brands. In the end, it did not move the needle in favor of merchants, but introduced a myriad of other static fees and tiered processing fees that more than offset the intent of the bill. Gotta love it when politicians get involved and don't fully understand what they're implementing.

I just got a Verizon "settlement" payment to my paypal of all places. I did not (and would never) click on a link in an unsolicited email, but I went to Paypal and verified the modest sum was in the account, consistent with the email.
