Not 3 would be the consensus.
No one can give a legit argument as to why 1 is better than 2, or 2 is better than 1.

i watched the commentary versions of these movies and they said they pretty much just winged the first one.. it was great in its own right, but the 2nd one had more structure.
the first one is sort of campy.
i feel dr evil was better in the 2nd movie.
