How come Richard Grieco didn't become a big star?

What happened to Andy Garcia after 1990? To me that's a bigger mystery. The Untouchables followed by his Oscar nomination in Godfather III. For some reason I always thought this guy's career fell short somehow even though he's stayed busy over the years in smaller roles and projects.

My hypothesis is he came from the same show as Johnny Depp. Both had the looks but Depp could act. I think because they were on the same show Grieco was compared to Depp more closely.
Plus, Grieco went off to do the spin off Booker while Depp stay on Jumpstreet. Maybe trying to carry a show on his own was too much for his skill set at the time. Depp stayed on Jumpstreet until he went off to do Edward Scissorhands.
