She got it honestly from her mother. They were both awful.
And she got out and went away. Instead of prospering she was a bum and a mooch and came back eventually.

She was definitely my least favorite by far. I wasn't particularly fond of Carmella either but she wasn't anywhere near as bad as Janice

Since they obviously wrote the character to be an awful, nasty person didn't the actress do a good job? People tend to personally hate the actresses that play villains (Delores Umbridge, Nurse Ratched, Livia Soprano), but they are really just doing a great job portraying someone written for your to despise.
